I dual wield it with a Blood Godskin Peeler (111 bleed). With Rotten Winged Sword Insignia and Lord of Blood's Exultation it seems to do pretty well. Not a PVP weapon.I was using that whip with hoarfrost stomp and it was pretty solid for me. The bleed is nice. It did alright damage too. It's a good early to mid game pvp weapon with cold affinity. For some reason its scaling letters are misleading - it has like 50 more damage with 20dex/60arcane as opposed to 60dex/20arcane even though it has C dex and D arcane. And it hits twice per swing, although first hit is like 30% of AR. Charged heavy attack will instantly proc bleed on most bosses ....
